Entry Criteria
The eligibility criteria are determined by the target population and funding requirements of Higher Ground. They include age, legal status, history of alcohol and other drug use, detox status and residence.

Higher Ground has also entered into a contract with the Ministry of Health to provide services to people who identify as having used methamphetamine. Persons wanting to come into Higher Ground under this programme can be a resident of any District Health Board area in New Zealand.
Clients are admitted to the service only after a comprehensive assessment process that ascertains the suitability of the programmes to the clients needs. Referrals are made for clients for whom another service may offer a more appropriate service.
